'Hope Not Handcuffs' seeks to fight addiction through treatment, not jail

The Michigan Department of Health and Human Services preliminary data for 2015 shows 844 overdose deaths from opioids including prescription pain killers like Vicodin or codeine.

MDHHS also noted 644 deaths from heroin in 2015.

Now a new program is helping change those numbers, with hope, not handcuffs.
